Idea and Inception: The idea of right to live with dignity for every people in rural and urban area of India was incepted in 1985 -86. It was a part of Rural Landless Employment Guarantee program (RLEGP). This program was then known as Indira Awas Yojana. Both central government and state government contribute to the funds for this particular initiative in the ratio of 75:25, where 75% was provided by central government and 25% was provided by the state government all over India except for Sikkim and North East States, where the funding is in the ratio of 90:10. Since the starting of this program, it has gain momentum since 2015 when our Prime Minister Mr. Narendra Modi re-named as Pradhan Mantri Awas Yojana and already provided house to thousands of Indians who belong to the weaker section of the population or falls under the category of lower income group people both in the urban or in the rural area.

Purpose of Pradhan Mantri Awas Yojana

The main purpose of this Yojana is very much focused and target oriented where the target involves construction of around 20 million houses at an affordable price by March 2022. The scheme is getting funded by central government that has allocated USD 31 billion to achieve the target.

Two Categories of Pradhan Mantri Awas Yojana:

The scheme of PMAY has been divided into two categories:

  1. Pradhan Mantri Awas Yojana –Gramin
  2. Pradhan Mantri Awas Yojana- Urban

Pradhan Mantri Awas Yojana Gramin

PMAYG – The key purpose of this scheme is fundamentally “from Houses to Homes”.  On November 20, 2016 The Prime Minister Shri Narendra Modi launched the Pradhan Mantri Awaas Yojana-Gramin (PMAYG).

 The new Rural Housing program was planned and designed to meet the needs and aspirations of millions of people who can’t afford to build a house due to lack of money. The initiative is about making the basics right like living a peaceful life in a safe place that people can say it’s their home with all basic facilities available.  The architectural plan of the houses are very compact and straight forward like every home will have cooking area, toilet, electricity connection, proper water supply along with living room and bed room, and off course the beneficiaries  of this scheme can plan their houses as per their requirement.

Along with this scheme several training programs have been incorporated to meet a critical skill requirement for quality construction.

The toughest job was to select the rightful beneficiaries and it was done through using Socio Economic Census (SECC) data who was responsible to find out who are homeless or in 0, 1, 2 Kuccha rooms with Kuccha roof. This data provided by SECC was validated by Gram Sabha and by the involvement of the space technology the actual needy people were validated.

 Though according to CAG’s Performance Audit Report, 2014 lot of ineligible beneficiaries covered under Indira Awaas Yojana (IAY).  And it has been taken care of by  the 3 filter selection process under PMAY-G.  A total of 44 lakh houses were approved for 2016-17 and the Ministry of Rural Development is working hard to complete all of them by December 2017.  A completion period of 6 to 12 months is being followed in PMAY-G. Very surprisingly As per the reports received from the States, a total of 32.14 lakh houses have been completed in 2016-17.

As part of the Governance Reform, Funding process has been structured and streamlined  and there is now a Single Nodal Account at the State level from where funds are directly transferred electronically on the AwaasSoft-PFMS platform to the beneficiary’s account, which was anywhere between 2 to 20 Bank accounts in every District for the Rural Housing program earlier,.

States like Madhya Pradesh, Rajasthan, Maharashtra, Chhattisgarh, Karnataka, Assam have taken the lead in the implementation of the PMAY-G.  States like Bihar, West Bengal, Uttar Pradesh, Madhya Pradesh, Assam, Jharkhand, Rajasthan and Maharashtra have done well in completing a very large number of incomplete Indira Awaas Yojana houses.

It was responsibility of the Department of Rural Development plans to complete 51 lakh houses in 2017-18 that was completed successfully. An additional 33 lakh houses was also being sanctioned for 2017-18 that has also seen the day of the light.  A similar number is proposed to be completed in 2018-19 and that will bring the completion of the period 2016-19 target of 1.35 crore houses.  This will pave the way for Housing for All by 2022.

PMAY- U : The Pradhan Mantri Awas Yojana (Urban) Program was initiated by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA), they have a clear goal providing housing for All by 2022, when the India completes 75 years of its Independence. This highly focused mission seeks to address the housing requirement of urban poor including slum dwellers through following program categories:

  • Rehabilitation of Slum Dwellers with participation of private developers using land as a resource and using local materials and local manpower resources
  • Provision of Affordable Housing for weaker section through credit linked subsidy
  • Affordable Housing in Partnership with Public & Private sectors
  • Subsidy for “beneficiary-led” individual house construction/enhancement

The most important decision taken by our present Prime Minister Mr. Narendra Modi was changing the existing Indira Awas Yojana to Pradhan Mantri Awas Yojana in June 2015 that has changed the entire picture of India. This ambitious project of Pradhan Mantri Awas Yojana has put India in a prestigious position on the global map.

As Pradhan Mantri quoted while launching this scheme in revamped way “Pradhan Mantri Awas Yojana is not just about merely building houses. This is a significant step in making the dreams of the poor come true”, it truly is. It is about providing houses to those people who wouldn’t have even dreamt of having houses in their wildest dream.

It was our Hon’ble Prime Minister’s vision that has got shape in the form of this unique scheme, which is Housing for All by 2022 when the Nation completes 75 years of its Independence. In order to reach the benefits of PMAY, the Central Government has launched a holistic mission “Pradhan Mantri Awas Yojana – Housing for All (Urban)”. The mission is  to address the housing requirement of urban poor that includes slum dwellers through following the below mentioned program verticals:

Not only houses’ the benefits of PMAY are multiple, because it involves providing the basic right like toilet, unlimited water and 24 hours electricity. Untill today these were only available to the middle class and upper class people but with the help of this scheme now everybody will have a home.

Making India Proud:

The mission will support construction of houses upto 30 square meter carpet area with basic civic infrastructure. India will never be same as it was like before, now India won’t be a place of slum dwellers, bad hygiene and health. Slum redevelopment projects and Affordable Housing projects in partnership should have fundamental infrastructure like water, sanitation, sewerage, road, electricity etc. The minimum size of houses constructed should conform to the standards provided in National Building Code (NBC). If there is shortage of land, and if beneficiary consent is available for reduced size of house, a suitable decision on area may be taken by State/UTs with the approval of SLSMC. All houses built or expanded under the Mission should essentially have a toilet facility. So this will be new India under this new scheme that our government has proposed. It will be a scheme that will make India proud in real sense where everybody will have a better place to live, a safe place with their loved ones.
